University accepts report on Homecoming
Two former law enforcement officers have presented their review of disturbances related to Shippensburg University's Homecoming last October. University officials are now reviewing the recommendations with students and university personnel for implementation as appropriate.
University President William N. Ruud and other administrators requested the review in connection with a party on campus and the police response to incidents that occurred at the party.
The review was conducted by Robert C. Hickes, a retired Pennsylvania State Police lieutenant colonel, and William L. Hunter Jr., a retired Pennsylvania State Police captain. The report, made after extensive interviews with police, students and staff, centers on events at Memorial Auditorium and Henderson Gymnasium. The report also reviews student and police conduct that related to events that occurred that night.
According to the report, while actions by the police were appropriate and within their authority, they may have exacerbated the situation. For example, having attendees leave Henderson before the area in front of the gymnasium was cleared of students contributed to the confusion and disturbance. In addition, pre-event and on-site ticket sales created additional difficulty for event coordinators.
The report also made recommendations in such areas as pre-event communication with students groups; better pre-event planning among university administrators, police and students; better coordination with private security at the event; and ensuring building occupancy limits are followed.
The report was presented by Hickes and Hunter in meetings Jan. 21.
