Superintendent's Letter of Eligibility



This unique, NCATE accredited, program is specifically designed for those interested in the Superintendent’s Letter of Eligibility and is tailored toward individuals coming from traditional educational programs as well as those seeking alternative pathways to executive level certification. Residencies (4 credits each) are to be completed in a candidate’s home school district, are Act 45 approved, and include:

  • Residency 1 (ELP 621R) - District Governance and Community Relations
  • Residency 2 (ELP 623R) - Negotiations and Human Resources
  • Residency 3 (ELP 624R) - Ethical and Legal Decision Making
  • Residency 4 (ELP 625R) - Facilities Management and Student Achievement
  • Residency 5 (ELP 626R) - Optimizing Financial Resources
  • Residency 6 (ELP 627R) - Instructional and Technology Leadership

The entire residency program can be completed in about 1 ½ years while candidates remain in their current positions. Each residency is co-supervised by a university faculty member, a Leadership Fellow who is a practicing expert in the field and a district based facilitator/mentor. 

The Leadership Residency Program can serve as a gateway for doctoral work at Shippensburg University. If you later decide to apply (and are accepted) into the Ed.D. Program in Educational Leadership at Shippensburg University, all 24 credits from the Letter of Eligibility would count toward your doctorate and you would enter that program with Advanced Standing. The doctoral program is offered in partnership with Millersville University.

Note: Applicants must currently be serving as an administrator or supervisor to be eligible for the Leadership Residency Program.

Letter of Eligibility Admission Requirements

  • Submit a Post-Masters admission application Please ensure to select Graduate Application #3 and then indicate Letter of Eligiblity under the major choice. Do not do Certificate Application.
  • Provide a copy of your teaching certificate or evidence of three years of successful teaching experience in elementary, middle, or secondary schools
  • You must currently be serving in a position that requires an administrative or supervisory certificate
  • Submit official transcripts from any institution that has awarded you undergraduate or graduate credit. You must present a minimum of a masters degree from a regionally accredited institution. If you completed your Master of Education in Educational Leadership at Shippensburg University, your transcripts will be pulled in-house.
  • Submit two (2) reference forms. One reference must be from a chief school officer (district superintendent or intermediate unit executive director) in the school where you are currently or most recently employed. The second reference must be from either a principal or immediate supervisor.
  • A statement of purpose describing why you are seeking the Letter of Eligibility. This should be sent as a PDF or Word Document to as an email attachment. Please ensure your full-name is on all correspondence with SHIP.
  • Submit a Mentor Agreement signed by the superintendent of your school district.

The Department of Educational Leadership & Special Education of Shippensburg University will determine final recommendation for admission to this certification program. 

Educational Leadership Faculty

Each member of the graduate faculty in the Department of Educational Leadership holds an earned doctorate and holds (or has held) an administrative position in education.
