Post-Master's Supervisory Certification
Post-master's degree programs leading to the Supervisory certificate issued by the Pennsylvania Department of Education are offered in the following fields:
- Special Education
Requirements include a minimum of 15 credits. All work must be completed within a five-year period. To be recommended for the supervisory certificate, candidates must obtain a minimum quality point average equivalent to a grade of “B” with no more than one “C” grade. A second “C” grade will cause the student to be dropped from this program.
- An earned master’s degree and/or at least 15 graduate credit hours in subject field or educational specialist area.
- Obtain and execute two reference forms from the Department of Educational Leadership & Special Education. One reference must be from a chief school officer (district superintendent or intermediate unit executive director) from the school in which the candidate is currently or most recently employed. The second reference must be either from a principal or immediate supervisor.

Requirements for the Supervisory I Certificate
- Take 6-9 graduate credit hours in the field of supervision in the Department of Educational Leadership & Special Education to qualify for a practicum experience. (A minimum of 15 credit hours is required at Shippensburg University to be recommended for certification.)
- Complete the appropriate curriculum outlined on the individual planning sheet.
- Hold and present a copy of an Instructional II or Educational Specialist II certificate in the subject area in which the supervisory certificate is desired.
- Have completed a recent graduate research course in the appropriate field or show evidence of having completed comparable applied research in the field.
- Have completed five years of successful professional experience in the supervisory area desired prior to being recommended for certification.
Curricula Leading to Supervisory I Certification
Each candidate, in addition to completing the course requirements specified for the specialty area, must demonstrate through appropriate practicum activities the identified competencies have been attained.

- ELP 516 Curriculum Assessment and Instruction PK-12 for Diverse Student Populations (PILs)
- ELP 521 Legal and Ethical Issues that Impact on Student Learning (PILs)
- ELP 518 Role of Supervision in Promoting Student Achievement (PILs)
- ELP 514 Practicum I--Leadership Field Experiences at the Building Level (PILs)
- ELP 517 Leadership in Technology and Effective Program Delivery
- ELP 520 School finance and Student Learning (PILs)
Note: PILs: Pennsylvania Inspired Leadership focused course.
A passing score on the PRAXIS test is required for principal and supervisory certification.
