2019-2020 Non-Resident Undergraduate Student Tuition Rates

Tuition rates are set annually by the Board of Governors of the PA State System of Higher Education. The standard non resident (non-PA) tuition rate is 225% of the resident (PA) rate. Non resident students have several opportunities to receive a reduced tuition rate.

Information for the Previous Academic Year: Fall 2018 - Spring 2019

Undergraduate Non-Resident (12 - 18 credits)

A student registered for 12 or more credits is considered full-time. Tuition for credits above 18 credits is billed at the per-credit rate.

Shippensburg University offers a number of Out-of-State Tuition Discount Opportunities for reduced tuition rates for non-resident students.  Non-resident undergraduates who qualify for reduced tuition are those who:

  • Transfer under a Dual Admission program from a participating Community College.
  • Transfer in with 30 earned credits and GPA of 3.0.
  • Enter as a first-year student with minimum SAT, ACT, GPA and class ranking requirements.
  • Select a STEM/STEM EDUCATION MAJOR (Science, Technology, Engineering or Math)

All new Freshman and Transfer students will be billed a $150 Orientation Fee during the first semester at SU.  This is a one-time fee and will not be billed each semester.

New Raider High-Achieving Award Students - Admitted Fall 2018 and thereafter

Students who meet the qualifications to receive the Out-of-State Raider Award at the time of admission may retain the reduced High-Achieving out-of-state rate if they meet the following requirements while in attendance at SU:

  • Students who have earned less than 30 credits and have a minimum cumulative GPA of 2.5.
  • Students who have earned 30 or more credits and have a minimum cumulative GPA of 2.8.

PLEASE NOTE: The overall GPA will be evaluated every year at the end of the Spring semester.  Continuing students must meet the qualifications each year in order to continue to receive the High-Achieving rate.  If the overall GPA falls below the minimum requirements, the standard out-of-state tuition rate will be assessed for the upcoming year.  Students who lose the High-Achieving rate may gain it back for the next academic year if the overall GPA once again meets the minimum requirements.

High-Achieving Students Admitted Prior to Fall 2018

Students who began attendance prior to Fall 2018 semester who meet the following qualifications may be eligible to receive the High-Achieving Non-Resident rate:

Prior to Fall 2018:

  • Students who have earned less than 30 credits and have a minimum semester and cumulative GPA of 2.5.
  • Students who have earned 30 or more credits and have a minimum semester and cumulative GPA of 2.8.

Effective 2018-2019:

  • Students who have earned less than 30 credits and have a minimum cumulative GPA of 2.5.
  • Students who have earned 30 or more credits and have a minimum cumulative GPA of 2.8.

STEM Majors

Out-of-State students who select a STEM (Science, Technology, Engineering, or Math) major or STEM Education major will receive a reduced rate as long as they stay in the selected major.

Final semester tuition rates will be based on the major a student has as of the end of the semester drop period. Major changes after that date will be reflected in tuition charges for the upcoming semester.

Dual Admit Students

The Dual Admissions program is designed to ensure seamless enrollment from an associate's degree program at a community college to a bachelor's degree program at Shippensburg University. We currently maintain six Dual Admissions Programs with community colleges in Pennsylvania and Maryland:
