Dear Ship Family Member,
Early last October, the university provided information to you regarding a sexual assault that was reported to have occurred on campus in the area near Old Main Drive and Old Main Circle.
Immediately upon receiving the information, University Police began an investigation. All information at that time was shared with Pennsylvania State Police, Shippensburg Borough Police, and other municipal and university police agencies in the region as part of the investigation.
We also provided the information to off-campus media outlets in an effort to encourage anyone with pertinent information to contact police to aid in the investigation.
That information was also shared with the Cumberland County District Attorney's Office. This was done to ensure that all investigative avenues were explored and to solicit the assistance of the agency that would ultimately be tasked with prosecution of any identified suspect. University Police have remained in close contact with the District Attorney's office since that time.
Since then, the investigation has continued and all information we obtained has been thoroughly examined, investigated and recorded. During the course of the investigation, University Police uncovered many inconsistencies that raised questions about the accuracy of the report. On April 15, 2009, we received a letter from the District Attorney's office informing us that they have closed their investigation. The letter said that the office has determined that the matter is not appropriate for criminal prosecution at this time.
When we initially announced the report, there were some expressions of concern about safety on campus. I assure everyone that the safety and security of all members of the campus community, especially our students, are and always will be a top priority, and that commitment will not change. We are fortunate to have a cadre of state-certified and dedicated police officers who truly understand and accept their responsibility to serve and protect the campus. In addition, we continue to enhance our safety procedures with placement of new surveillance cameras and other appropriate measures.
