Shippensburg University Antihazing Report

Organization: Pi Lambda Phi Fraternity

Date Violations Charged: November 21, 2023

Description of Violation: Allegation of potential hazing reported to the Office of Student Conduct & Community Standards.

Investigation Findings: It was reported that Pi Lambda Phi was requiring new “sweethearts” (typically female-identifying members of sororities) to be blindfolded, driven around in circles in a vehicle, and forced to chug alcohol. After review, Pi Lambda Phi was determined to be not responsible for violating the University’s Anti-Hazing Policy.

Organization: Phi Sigma Kappa Fraternity

Date Violations Charged: September 23, 2023

Description of Violation: Allegation of potential hazing reported to the Office of Student Conduct & Community Standards.

Investigation Findings: It was reported that Phi Sigma Kappa was requiring that lite cigarettes be extinguished on the chests of new fraternity members. After review, the allegation was deemed unfounded.

Organization: Theta Chi Fraternity

Date Violations Charged: September 22, 2023

Description of Violation: Allegation of potential hazing reported to the Office of Student Conduct & Community Standards.

Investigation Findings: It was reported that new fraternity members were gotten drunk and then driven to a random location in Chambersburg, PA and required to walk approximately 12 miles back to campus. After review, the allegation was deemed unfounded.

Organization: Alpha Omicron Pi Sorority

Date Violations Charged: September 19, 2023

Description of Violation: Charged with violation the University’s Anti-Hazing Policy.

Investigation Findings: Alpha Omicron Pi was found to have violated the University’s Anti-Hazing Policy through the chapter’s longstanding tradition of hazing “sweethearts” (typically male-identifying members of fraternities). Sweethearts were taken by car and blindfolded, recklessly driven around, then taken to an off-campus location where they were asked line-up style questions while being pressured (at previous times required) to drink alcohol which had been taped to their hands. Alpha Omicron Pi took responsibility for the violations and waived a hearing.

Sanctions: Alpha Omicron Pi was placed on disciplinary organization probation until September 21, 2024 and prohibited from hosting social functions with alcohol through February 29, 2024. Alpha Omicron Pi is required to complete a series of educational outcomes on alcohol & other drug harm reduction, hazing prevention, and organization values by April 30, 2024. Alpha Omicron Pi is also required to discontinue sweetheart activities.

Organization: Kappa Kappa Psi, National Honorary Band Fraternity

Date Violations Charged: June 14, 2023

Description of Violation: Allegation of potential hazing reported to the Office of Student Conduct & Community Standards.

Investigation Findings: It was reported that Kappa Kappa Psi would require new members to be show-up and just sit in various campus locations, including in one instance being locked into an LPAC room for hours, and otherwise isolated from outside contact for undefined amounts of time.  After review, the allegation was deemed as unfounded.

Organization: Alpha Sigma Tau Sorority 

Date Violations Charged*: April 11, 2023

Description of Violation: Charged with violating the University's Anti-Hazing Policy. 

Investigation Findings: Alpha Sigma Tau Sorority was found to have violated the University's Anti-Hazing Policy by creating a hostile environment & imbalanced power dynamics between more senior members and younger & new members. This included incidents of forced physical labor, harsher cleaning requirements for younger & new members (regardless of if they lived in the residence), and subjected younger & new members to harrassment and intimidating behavior by older members. Alpha Sigma Tau took responsibility for the violations and waived a hearing. 

Sanctions: Alpha Sigma Tau Sorority was placed on disciplinary organization probation until May 15, 2024 and required to identify a Ship faculty/staff member to join the chapters' advisory team by the end of the fall 2023 semester. Additionally, Alpha Sigma Tau is required to complete all the sanctions and stipulations issued by their national headquarters in regards to this matter, which includes restrictive measures (i.e. probation and loss of social event privileges) as well as educational measures.

Organization: Shippensburg University Marching Band (SUMB)

Date Violations Charged*: August 11, 2022

Description of Violation: Allegation of potential hazing reported to the Office of Student Conduct & Community Standards.

Investigation Findings: It was reported that the Shippensburg University Marching Band new members were required to participate in a scavenger hunt to find band leadership at night. After investigation, the allegation was deemed unfounded.

Organization: Kappa Beta Gamma Sorority 

Date Violation Charged*: April 11, 2022

Description of Violation: Allegation of potential hazing reported to the Office of Student Conduct.

Investigation Findings: It was reported that members of Kappa Beta Gamma were allegedly engaging in hazing activities by forcing them to drink alcohol and crawl around on the floor blindfolded. After investigation, the allegation was deemed unfounded.

Organization: Alpha Kappa Psi Business Fraternity 

Date Violation Charged*: March 22, 2022

Description of Violation: Charged with violating the University's Anti-Hazing Policy. 

Investigation Findings: Alpha Kappa Psi Business Fraternity was found to have violate the University's policy by creating a situation of imbalanced power dynamics by asking new members to complete a "prank tradition" which resulted in subsequent policy violations for the organization and members. 

Sanctions: Alpha Kappa Psi Business Fraternity is on probation until December 18, 2022. Additionally, all members must complete a hazing prevention education program in the fall 2022 semester and partner with their national headquarters (who supported this investigation) on implementing their "Bridge to Brotherhood" program and to utilize at least 1 of those workshops. Alpha Kappa Psi Business Fraternity took responsibility for the violations and waived a hearing.

Description of Violation: Allegation of potential hazing reported to the Office of Student Conduct.

Investigation Findings: It was reported that members of Kappa Sigma were allegedly engaging in hazing activities by pouring iced cold liquids on new members. After investigation, the allegation was deemed unfounded.

After investigation, the allegation was deemed unfounded.

Description of Violation: Charged with violating the University's Antihazing Policy

Investigation Findings: Found in violation of the University’s Policy on Hazing. Alpha Kappa Psi’s new member education program consisted of activities that involved potential risk of embarrassment, sleep deprivation, scavenger hunts, and other activities inconsistent with academic achievement or the purpose, ritual, or policy of the organization.

Sanctions: Alpha Kappa Psi was placed on probation until April 11, 2020.  Additionally, they were required to create a new member education plan, send at least two members to sit on the Shippensburg University Anti-Hazing Task Force, and to participate and help plan Anti-Hazing initiatives for the 2019-2020 academic year.

Date Violation Charged*: May 3, 2019

Description of Violation: Charged with violating the University's Antihazing Policy.

Investigation Findings: Found in violation of the University’s Policy on Hazing. Kappa Delta Phi NAS hosted a new member activity that involved potential risk of bodily harm and potential risk of embarrassment.

Sanctions: Kappa Delta Phi NAS was placed on probation until April 2, 2020. Additionally, they were required to create a new member education plan, send at least two members to sit on the Shippensburg University Anti-Hazing Task Force, and to participate and help plan Anti-Hazing initiatives for the 2019-2020 academic year.

Investigation Findings: It was reported that new members of Phi Sigma Kappa were engaging in activities that could be part of an alleged scavenger hunt as part of their new member education process. After investigation, the allegation was deemed unfounded.

Organization: Theta Xi Fraternity

Date Violation Charged*: January 31, 2019

Description of Violation: Charged with violating the University's Antihazing Policy.

Investigation Findings: Thirty-three Theta Xi fraternity members were found in violation of the University’s Policy on Hazing. Theta Xi Fraternity hosted a date party where new members were mandated to wear uniform dress, act as designated drivers, and sober brothers (setting up for the party, serving as bartenders, cleaning up after the party).

Sanctions: Theta Xi Fraternity was placed on probation until December 13, 2019. Every member of the fraternity was required to complete the Connection Alcohol and Other Drug Education Program. Theta Xi was responsible for creating responsible host and risk management policies that were due to the university on April 1, 2019. Theta Xi members were also required to participate and help plan Anti-Hazing Education initiatives through the Office of Fraternity and Sorority Life for the 2019-2020 academic year.
