Profile

Dr. Moltz is a core faculty member of the Master of Public Administration and undergraduate Public Service degree programs.  His teaching and research specializations include public personnel administration, public budgeting, public policy, and confidence & trust in government.  

Dr. Moltz's research has been published in Administration & Society (2023 and 2022), Energy Research and Social Sciences (2021 and 2018)the International Journal of Public Administration, Police Practice and Research, and DevelopmentIn addition to scholarly journals, Dr. Moltz published research findings with Dr. Sara Grove on the "Legislative and Regulatory Efforts to Control Invasive Species" as part of a grant-funded project with the Center for Rural Pennsylvania.  Dr. Moltz has also contributed to the Global Encyclopedia of Public Administration, Public Policy, and Governance and the Encyclopedia of American Rights and Liberties.

Prior to joining Shippensburg University, Dr. Moltz taught graduate courses for the Nevada Institute for Sustainability at the University of Nevada.  Before entering higher education, Dr. Moltz worked as a consultant with one of Europe's largest technology consulting firms.   

In his spare time, Dr. Moltz enjoys restoring (and driving) classic automobiles.
