Strategic Planning Oversight Committee

The planning process is guided by a Strategic Planning Oversight Committee (SPOC), which is led by two co-chairs who are joined by a Dean, a Subject Matter Expert, the Chief Equity Officer, and eight co-chairs of work teams drawn from across campus. The SPOC has been defined by the recognition of the culture of contributions that has long existed at Ship.

Wendy Kubasko

Committee Co-Chair - Student Success

Dr. Wendy Kubasko brings over twenty-five years of experience in public education. She earned her undergraduate degree from Shippensburg University of Pennsylvania. Beginning her career outside of Washington, D.C., Dr. Kubasko chose to work with underserved populations. She moved to Phoenix, Arizona teaching middle and elementary schools in Title I school districts. She earned her Masters in Curriculum and Instruction in Mathematics at Arizona State University. After years in the classroom, Dr. Kubasko moved into district support roles, first as a professional development coordinator, then as a Director of Curriculum and Instruction, Administrator for Academic Services, and finally, the Assistant Superintendent for Avondale Elementary School District. In 2015, Dr. Kubasko received her Ed.D. in Educational Leadership and Innovation from the Mary Lou Fulton Teachers College at Arizona State University. Dr. Kubasko’s research centers on the use of collaborative learning for school and district leaders around common problems of practice. Currently, Dr. Kubasko is an assistant professor at Shippensburg University of Pennsylvania in the Educational Leadership and Special Education Department.

Wake Forest University, B.A. and M.S. (’94 and ’96), Temple University Ph.D. (’02).  I’ve been at Shippensburg since 2002.  I teach a wide variety of courses, but my favorites are Abstract Algebra and Number Theory.  I enjoyed being involved with undergraduate research at Ship.  I play a part in organizing SURE grants (Summer Undergraduate Research Experience) grants and organizing our yearly Minds@Work conference.  I live in Carlisle with my family and love going to my kids’ baseball and field hockey games.

Mohammad Rahman

Committee Co-Chair - Telling Our Story

He is an Associate Professor of Marketing at the John L. Grove College of Business at Shippensburg University of Pennsylvania, U.S.A. Expansive research regarding the impacts of social media on marketing, consumer engagement, and consumer experiences with online brand communities. Career-spanning focuses on services marketing, international marketing, and strategic management. A successful leader and collaborator with a significant track record of published research in the area of focus. His research interests include social media marketing, international marketing, consumer behavior, and consumer engagement/experience with online brand communities.

Lorie Sheetz

Committee Co-Chair - Telling Our Story

Lorie Sheetz earned her Master’s degree from Shippensburg University in 1998 and has worked at the institution for the past 15 years.  She has served in roles in alumni relations and alumni career services and as the Executive Director of Career, Mentoring and Professional Development Center (CMPDC).  During her time in the CMPDC she developed programs that engaged alumni in support of students career development.  Lorie currently serves as the Chief of Staff in the presidents office.

Peter Garland

Subject Matter Expert

Dr. Peter H. Garland served as executive vice chancellor of Pennsylvania’s State System of Higher Education from 2006 to 2019.  In this role he served as chief academic officer while overseeing employee and labor relations, information technology strategy, and System research and planning.  In addition, he served as liaison to university presidents, trustees, and the Board of Governors.  Dr. Garland served as the State System’s acting chancellor from March through September 30, 2013.

 

Currently Dr. Garland serves as an adjunct professor in the Graduate School of Education at the University of Pennsylvania, where he teaches and advises in the master’s and executive doctoral programs in higher education administration.  Dr. Garland is a trustee of Central Pennsylvania College, chairs the Development Board of the School of Education at William and Mary, serves on the State (PA) Board of Private Licensed Schools, and leads PennHUB, a consortia of Pennsylvania colleges and universities and partner schools, colleges and foundations in India.

 

Prior to his service with the System, Dr. Garland served as Executive Director of the Pennsylvania State Board of Education, the Pennsylvania Department of Education’s Assistant Commissioner for Higher Education and Acting Commissioner for Higher Education. In addition, he held positions in student affairs administration at The Pennsylvania State University and The College of William and Mary in Virginia.

 

Dr. Garland completed a B.A. and M. Ed at William and Mary and earned an M.A. in Political Science and the Ph.D. in Higher Education at The Pennsylvania State University. Dr. Garland has authored more than 25 articles, chapters and papers on public policy for postsecondary education, community college education, and student affairs administration including two research monographs on student affairs published by the Association for the Study of Higher Education/ERIC Clearinghouse on Higher Education.
